EU PFAS Limits for Food Packaging: What Food Bucket Buyers Should Verify

EU food packaging procurement has a new documentation checkpoint. The European Commission confirms that restrictions on PFAS in food-contact packaging began to apply on 12 August 2026 under the Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40. For an importer ordering plastic food buckets, the practical question is how to connect the compliance evidence to the container actually being purchased.

This buyer guide explains the limits and proposes a model-specific review process. It applies to procurement discussions about food-contact packaging for the EU market; a product title or a general food-grade statement is not a substitute for the evidence needed for the ordered configuration.

What changed for food-contact packaging?

Article 5(5) restricts placing food-contact packaging on the market when PFAS concentrations reach or exceed the specified limits. The restriction concerns the packaging, rather than a limit on migration into the food. The European Commission's August 2026 announcement confirms the application date.

The limits below summarize Article 5(5). Read them alongside the full Regulation (EU) 2025/40 and applicable implementation guidance.

Assessment Concentration threshold Scope to check
Individual PFAS in targeted analysis 25 ppb Polymeric PFAS are excluded from this quantification.
Sum of PFAS in targeted analysis 250 ppb Polymeric PFAS are excluded; precursor degradation applies where relevant.
PFAS including polymeric PFAS 50 ppm Total fluorine above 50 mg/kg triggers additional evidence requirements on request.

The third threshold should not be relabeled simply as a universal total-fluorine ban. The regulation distinguishes PFAS content from the additional evidence needed when total fluorine exceeds the stated level.

Separate the legal threshold from the testing approach

The Commission's implementation guidance, C/2026/3084, describes a stepwise analytical approach and notes that there was no harmonised EU methodology for PFAS in food-contact packaging in that guidance. Discuss the appropriate evidence and method with the importer and laboratory for the actual package.

When commissioning work, specify what will be sampled, which materials or components the result covers, the analytical scope and the reporting limits. A result for an unidentified resin pellet should not silently become a result for a decorated bucket with a different lid.

Build a review file around one ordered configuration

For procurement control, create one file that ties the quotation, sample and supporting documents to the same packaging version. The following is a suggested purchasing tool, not an additional legal test specification.

Item to record Question for the supplier or laboratory Useful record
Bucket body Which model, resin grade and color does the evidence cover? Model code, material reference and sample identification.
Lid and accessories Are the lid, gasket or other supplied components included or separately assessed? Component list and relevant evidence references.
Decoration Does the reviewed configuration include this label, ink or decoration process? Artwork version and decoration specification.
Analysis What was tested, by which method and with which reporting limits? Complete report with identifiable samples and scope.
Food-contact use Does the separate food-contact documentation match the food and use conditions? Applicable declarations and supporting documents.
Repeat orders What happens if the resin, color, lid or decoration changes? Agreed change-notification and review procedure.

Keep PFAS evidence and food-contact suitability distinct

A buyer may need to review several different questions for one food bucket. Is the selected material appropriate for the food and temperature? Does the lid configuration suit the filling and storage process? What evidence supports the relevant substance restrictions? These questions should remain visible as separate lines in the approval record.

A general certificate heading is not enough to answer every question. Ask for the document itself and read its scope, sample description and conditions. Likewise, a PFAS-related result does not by itself establish hot-fill capability, frozen-storage suitability or transport leak resistance.

Apply the review to the bucket size you actually need

Start with a shortlist from the JM Bucket Plastic Food Bucket range, then request the relevant configuration and documentation together.

These links identify product options for discussion. They are not a blanket statement that every listed material, color, accessory or decoration combination has the same compliance evidence.

Send a documentation-ready food bucket inquiry

Include the destination market, food type, nominal capacity, target fill quantity, filling temperature, storage conditions, lid and gasket requirements, decoration, order quantity and delivery destination. Request documents that identify the selected configuration and agree on the sample approval process before production.
